Tempe, AZ – The Tempe City Council voted tonight to appoint Interim City Manager Rosa Inchausti as the permanent City Manager effective immediately. She is the first female City Manager in Tempe’s history.  

Inchausti, a 30-year City of Tempe employee, was selected to serve as Interim City Manager following the mid-June departure of City Manager Andrew Ching. She recently served as the Chief Deputy City Manager, overseeing the areas of Economic Development, Community Health and Human Services, Community Development, Information Technology, and Strategic Management and Innovation.  

“Rosa will be a tremendous City Manager who works alongside the City Council and all city staff to serve the community members of Tempe,” said Mayor Corey Woods. “Her extensive experience and time with the city will be reflected in her decisive but thoughtful decision-making ability and her talent for connection with community members in solving tough problems.”

“Never would I have dreamed on my first day at the City of Tempe 30 years ago that the city would offer me the career opportunities I’ve been given to grow and apply my talents,” said Inchausti. “I am incredibly grateful to the Mayor and Council, to all city employees and to all residents for this chance to continue growing and giving back to Tempe.”  

Inchausti began her Tempe career in 1993 as the city’s first bilingual Marriage and Family Therapist. Since then she has continued with her “firsts” as she advanced to be the city’s first Diversity Director, where she worked with City Council to create Tempe’s Anti-Discrimination Ordinance. She then was promoted to the position of the city’s first Strategic Management and Diversity Director, where she spearheaded the wastewater testing for COVID-19 and opioids, advancing community health. In this position she also led the city in becoming a nationally-acclaimed “What Works City.” Additionally, Inchausti spent a year as the Interim Municipal Utilities Department Director while concurrently working as the Strategic Management Director. 

Inchausti holds a Bachelor’s degree from Loyola Marymount University and a Master’s degree from Northern Arizona University. She has been a Tempe resident for over 30 years, raising her two daughters in south Tempe and now residing in Tempe’s urban core.
